Position Description

Position Title: Monitoring, Evaluation, Accountability, and Learning (MEAL) Global Lead

Department: Transformational Development

Reports to: Head of Transformational Development

Status: Full time, exempt

Location: Any location where World Renew maintains a country office

PURPOSE: To strengthen World Renew's capacity to design and deliver strong, evidence-based programming. The position will support our international regional teams and the Program Excellence Team in various aspects of the program cycle and will provide Monitoring & Evaluation (M&E) support for large, external grant applications and reports. This position will convene a functional cluster of global M&E staff within World Renew to ensure cohesion in monitoring and reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Strengthen Regional Teams’ and partners’ delivery of strong, evidence-based programming by training and coaching in program design, monitoring, evaluation, and learning (MEAL), and advise teams and partner staff in practicing adaptive management.

a. Travel to select field offices and partners to provide guidance and support in the development of monitoring and evaluation plans, selection of appropriate and meaningful program performance indicators, and analysis and synthesis of program data and other locally identified MEAL needs.

b. Advise field staff and partners on the design and implementation of baseline assessments, monitoring and evaluation activities to ensure reliable data collection and analysis practice.

c. Advise field staff and local implementing partners on the use of various assessment tools and methodologies, such as Participatory Rural Appraisal and Participatory Learning and Action (PRA/PLA) for gathering qualitative data, as well as the use of quantitative surveys (design of survey tools and selection of sampling methodologies)

2. Promote rigor in World Renew programs

a. Support the roll-out of key performance indicators to be used across World Renew programs and support the implementation with associated guidance notes.

b. Support the design and implementation of project reviews, assessments, evaluations, surveys, and other analytic or evaluation processes and products.

c. Support the creation or adjustment of project management tools and an annual Planning and Reporting Guide for regional staff.

3. Support successful grant proposals and reporting

a. Collaborate with Grants and regional staff by developing and/or reviewing performance measurement frameworks, logic models, and indicator tracking tables, reviewing program theories of change and advising on the selection of indicators for current programming and future grant proposals.

b. Ensure that World Renew is effectively monitoring, evaluating and reporting on the results of programs funded by external grantors, as assigned.

c. Analyze and synthesize program data, lead the design and implementation of baseline assessments and program evaluations, and prepare reports to the required standard expected by institutional donors such as Global Affairs Canada, USAID, and others as requested.

d. Review/analyze grant announcements/RFPs for grant-specific requirements/compliance, as needed.

4. Promote organizational learning

a. Convene a Community of Practice for regional M&E staff to encourage shared learnings, standard measurements, and support the roll-up of indicators for global reporting.

b. Stay up to date on best practices in the field of monitoring, evaluation, accountability and learning (MEAL) and support the dissemination of best practices throughout World Renew.

c. Support sharing of knowledge and lessons learned between regions and between countries by encouraging learnings to be curated, documented, shared, and applied to improve development practice.

5. Attend and participate in meetings of the Program Excellence team and contribute to a team culture of mutual support, accountability, and learning

6. Perform other duties as assigned

SUPERVISORY RESPONSIBILITIES

This position will develop and maintain contractual agreements with external consultants as needed.

QUALIFICATIONS:

1. Mature Christian, capable of applying their belief systems to their work

5. Demonstrated competence in planning programs and evaluating program performance; ability to develop and use logic models and performance measurement frameworks

6. Knowledge of a variety of assessment methodologies, including quantitative survey methods, mixed method approaches, data triangulation, sampling methods, statistical analysis, and participatory tools that are part of PRA/PLA

7. Knowledge of gender analysis methods and gender-transformative M&E methods

8. Demonstrated ability to use data to drive evidence-based decision making and learning.

9. Ability to produce technical M&E components of proposals and reports that are clear and concise.

10. Commitment to building capacity of colleagues through training events, development of resources and providing a mentoring approach

11. Proactive and able to work independently with minimal supervision

12. Evidence of continued learning by demonstrating a clear understanding of current trends and best practices in the field of monitoring, evaluation, accountability and learning (MEAL).

13. Familiarity with statistical analysis software

14. Proficient in Microsoft 365, including Word, Excel, and PowerPoint and other database applications; competency in CommCare and Power Bi a definite asset.

EDUCATION and EXPERIENCE:

1. Bachelor's degree in a related field is required. Master’s degree an asset.

2. At least three years of work experience in planning, monitoring and evaluation of development programs in an international development setting is required, experience with EU, USAID, GAC or similar donor required.

3. Written and oral fluency in English is required. Written and oral competency in another language such as French, Spanish or Portuguese is a definite asset.

1. International travel of up to 9 weeks per year to insecure and/or remote destinations with rough terrain, unreliable access to water and electricity, and increased exposure to illness

2. Extended time spent in front of a computer screen using electronic mail, reviewing data, and creating reports, and meeting teams virtually
