PURPOSE

The Finance Program Manager is responsible for institutional donor compliance within the organization. It involves financial administration of the institutional donor contract and agreements, design of effective financial tools, systems, and processes as well as delivery of expert advice to internal and external stakeholders for ensuring accurate project planning, budgeting, tracking, reporting, and auditing throughout the project life cycle. The role also focuses on driving continuous improvement and developments in the financial management of the institutional donor award.

Specifically, this position is responsible for managing the financial aspects of the government-funded project with detailed financial plans, forecast, budgets, implementing the plans, controls, monitoring and reporting of financial operations and management. S/he provides leadership and guidance on compliance with the institutional donor compliance requirements, provide field office and partner’s financial reports review, collation and reporting, and conduct variance analysis in alignment with project progress monitoring and reporting.

This position will be hired based on funding that has been approved yet pending its materialization.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Donor Compliance and Contracting

  • Act as the primary point of contact for donor compliance-related matters, provide overall advice and guidance to project and financial teams, according to institutional donors compliance requirements.
  • Compile and centralize information and guidance on donor compliance rules and expectations within World Renew Canada.
  • Collaborate, cooperate, and liaise with financial counterparts across the organization and with partners/contractors.

Project Financial Management – financial planning, budgeting, and reporting

  • Develop tools, systems, and processes (including standardized templates) to enable tracking of project costs and forecasts of all parties (Canada office, Bangladesh office, partners, and contractors).
  • Lead budgeting, forecasting processes, financial planning, financial reporting, forecast, and conduct analysis of variance. Consolidate the financial report and submit it to the donor as per contribution agreement.
  • Ensure salary and other fixed costs allocations are optimized as part of the budgeting process.
  • Review monthly financial reports from partners and country office, facilitate and review for quality, accuracy and completeness for budgets, project forecast, burn rate, fund allocation and disbursement in collaboration with Finance officer in Bangladesh and provide feedback and guidance.
  • Follow up on significant budget variances or reporting deadline issues in consultation with Grants Program Manager in Canada and Project Lead/Finance Officer in Bangladesh.

Quality control and capacity building support

  • Provide guidance and technical support to finance colleagues of Bangladesh office and 3 partners on compliance with institutional donor requirements, reporting processes and templates.
  • Prepare, review and/or validate accurate and timely institutional donor reports in accordance with contract agreements. Provide overall quality control on project budgets, financial planning and reporting.
  • Support the development and maintenance of a financial records management system for World Renew Canada's project teams, ensuring smooth project implementation and compliance with the donor requirements.
  • Set up financial reporting system within organization and with partners to ensure accurate, smooth and quality of recording and reporting of expense according to the budget, annual workplan, and donor's compliance requirements.

Audit and other General Administrative Tasks

  • Lead the audit process when required by the institutional donor
  • Actively participate in project audits and year-end external audits as required.
  • Drive the follow-up process to ensure all commitments are met.
  • Facilitate continuous improvement for all tools and processes based on audit recommendations and learnings.
  • Collaborate with World Renew team members including country offices.
  • Travel to World Renew field and project locations as required.

SKILLS, KNOWLEDGE, ABILITIES:

  • 6 years’ progressive work experience related to finance, accounting and auditing experience including at least 3 years in a similar role.
  • CGA, CMA or CPA designation or equivalent in studies or experience.
  • Previous experience with Global Affairs Canada funded project (direct experience in the field would be considered a strong asset).
  • Experience in planning and preparing organizational budgets - demonstrated understanding of accounting processes, audit scope, planning, and procedures, including accounting software like Sage Intacct, Global Affairs Canada financial compliance requirements and tools, Excel reporting.
  • Report any financial and operational risk issues and internal control breaches, including negligence and fraud, and non-compliance issues as appropriate, including recommended actions. Follow up on the completion and implementation of approved action plans, monitoring progress until fully resolved.
  • Demonstrated ability to initiate, provide technical guidance and follow up on recommendations for improvements that result in financial efficiency and improved performance.
  • Solid knowledge of ERP Financial Systems like Sage, MS Office Applications, and an extensive understanding of Excel.
  • Ability to multi-task, establish and manage priorities of tasks and time management and strong organizational skills.
  • Collaborative and consultative approach toward problem-solving.
  • Ability to navigate complexity and meet team members across departments.
  • Natural ability to teach and share knowledge with others to grow their skills and expertise.
  • May be required to work irregular business hours.
  • Demonstrated ability to prioritize own work under pressure and within guidelines
  • Ability to manage the arduous physical and emotional strains of the job
  • Fluent in English with strong oral and written communication skills with demonstration of cultural awareness, diplomacy, and tact.
  • Ability to travel to project country offices & project locations as needed.
  • Extended time spent in front of a computer screen using email, reviewing data and reports, and virtual meetings.

  1. Occasional international travel (at least two trips during the contract) to destinations in Bangladesh is required. When leaving the capital city of Dhaka, this may include rough terrain, unreliable access to water and electricity, and increased exposure to illness.
